I think this could be solved with a simple like/dislike button for notifications. If that type of notification is unwanted you could, dislike it and it would suppress notifications of that type for ... x days. If you do it enough, it would disable it. If enough of the apps notifications are disliked then the apps notification privileges get suspended all together.
