The behavior you want, I think, kind of depends. Regardless, since Java 6 (I think), if the GC time becomes excessive (where "excessive" means x% of time is spent in GC and less than y% of memory is reclaimed in each GC cycle), an OutOfMemoryError will be thrown. This can be disabled.
