Russia bombing civilian infrastructure does not make it "not a war crime". The fact is, USA and Israel did committed war crimes here and planned to commit more of them. And yes, according to international law. No, you do not get to bomb desalination plants, eletricity plans, universities, hospitals, bridges and schools and claim "it is not a war crime because soldiers in area exist".
