  That’s true - this was the reason for the original action in 2019 - but is not the whole story. The current rationale depends mostly on national security concerns: https://www.congress.gov/crs-product/R47012 https://www.congress.gov/crs-product/R47012 …but it also doesn’t really matter here. Either they were sanctioned for a good reason and the Executive Branch is doing business with them anyway, or they were sanctioned for a bad reason and I’m not allowed to do business with them even though the Executive Branch does. It’s the hypocrisy I’m pointing out.
