I'm guessing -- and this is purely a guess (ie I haven't read the law) -- that the 1oz limit is likely per transaction / per visit. Just like when a supermarket says "limit 5 per customer" for an item on sale. If you REALLY want more you can go back later/tomorrow/etc. This was likely put in the language of the law to emphasize that this is for personal use and not for commercial distribution.
