I admit I didn't thoroughly read the whole paper, but this stuff strikes me as something to help the bulk of average programmers (or with average experience) get through a project. I didn't see anything in the paper addressing ability and experience at all, so it comes across as process being more important than the people involved. Look for a MSFT TDD MVP certification now.
