It's better than others I've seen, for sure. I'm just not familiar enough with Cleveland (other than knowing it's a disaster zone) to really know how this article is supposed to reflect upon circumstances there. I can hardly believe anything more than a tiny fraction of HN readership is familiar with the situation there either, so I have to go with the more obvious parts. I'm not an English Lit major, I'm not super-interested in deep meta-analysis of author intentions.
