This bill isn't about actually solving a problem - it a feel-good measure aimed to make it appear that the legislator is actually doing something, in the same way that every other "it's for the children" law has been created. Which is not to say it shouldn't be wholeheartedly opposed, but there's going to be pushback on that and it's going to be difficult to overcome.
