Unfortunately, anyone with an email address and a phone number can call themselves a recruiter. And because $15 billion in fees is up for grabs every year in the USA, annoying/dirty/spammy tactics are the norm, rather than the exception. You'd be surprised about how many people calling themselves tech recruiters think "Rails" is a form of transportation :)
