The US does. I live near a base and there's a votech high school on the same property that nukes are transported to/from. During the Cold War, the US government even had maps of potential Soviet ICBM targets and there's a nice dot here where hundreds of thousands live. The US knew the risk but put bases and nukes smack in the middle of that anyway.
