I believe that it is well known that California politicians talk a lot about equity, equality and other such bullshit but they are the most NIMBY politicians in the whole US. They pile on so many studies and other roadblocks to building housing just to maintain high property values. Example, In April 2024, the Dallas-Fort Worth (DFW) metro area permitted 7,851 new homes, surpassing the 7,612 permitted in the entire state of California.
