Wouldn't any exception for any reason also fall into this argument? Also the American healthcare system is such a kludge of laws with mixed motivations and so on. At this point keeping local hospitals operating seems like a good goal considering the pressure on many of them. Rural areas have had hospitals vanishing for a while now, the outcome there is not good.
