  Name one provider who offers similar content that doesn't have this issue. With all the legal and localization issues this is a difficult problem to solve.

    The solution is to do it manually. A dedicated team to manually transfer your account across locales could do the job right the first time.. and it retains a happy customer within your ecosystem.. which is the whole point.
