That's a mockup, not a prototype. If they're spending development time making a prototype, they should build it for the people who would be using it so they can collect user feedback properly. I do think, however, that their time would have been better spent fleshing out their business plan/idea and creating some nice mockups rather than trying to slam together a subpar prototype.
