The problem with AMD making ARM chips is that they would be cannibalizing their own market. Their best move would probably be to license the ARM platform and use their chip designers to make custom chips (like Apple and Qualcomm have), but I don't think this is realistic. Also, I'm not sure whether any of their GPU technology is low-power enough to be useful in ARM designs.
