It means overtime work without overtime pay.

I'm assuming they weren't physically allowed to work for more than 40 hours a week and I wonder why it's perceived as a bad thing.
- yen223 14y agoI honestly won't be surprised if the workers were expected to work overtime, but just weren't allowed to log more than 40 hours a week in their timesheets.
