Why should you be tracked down (with the cooperation of a large tech firm) for sending an email to a public official exhorting them to consider a policy issue?

Why should you be tracked down (with the cooperation of a large tech firm) for sending an email to a public official exhorting them to consider a policy issue? I would understand this if he had made some sort of threatening communication, but that's not the case. Please explain why you think this is appropriate in any way.
