This seems like two separate things - first an EMF or cyber weapon to disable rockets and radars, and then a sonic or energy weapon to disable humans. Proliferation of the latter is now almost guaranteed. Personally, a cyber weapon doesn't make any sense to me since there is no good reason to keep the systems connected to an external network. As for an EMF weapon, rigorous EMF shielding can of course protect.
