- ianb 14y agoCoursera doesn't care if you break their Terms Of Service in this regard, so I see no reason they would put up any restriction. Their interpretation is that you can spend up to 49% of your studying time in Minnesota, probably including offline studying which might plausibly happen out of state. They are basically inviting Minnesotans to ignore the law (as we all should!)
