Polygamy is a fundamental religious practice by some religions too, but the US Supreme Court already ruled that the government can restrict it. (Though this article is talking about England and Wales... which also don't allow polygamy, so...) I think it would be better to have the debate on circumcision in the legislature/parliament, but I am not opposed to outlawing it.
