I know you're being facetious, but perhaps you forgot, or are not aware, that Intel buys their photolithography machinery from ASML [1], a Dutch company. I'm unsure about AMD and nVidia at the moment, I'd need to have a look. As for the lack of fabs based in Europe, you're not completely off. Fortunately, there are ongoing plans to build several across France, Germany, and Italy [2].
