Ask HN: Why dosen't new cognitive architectures come up?

Cognitive architectures, like ACT-R, CAPS, SOAR were researched and developed a decade ago, but they are dormantly bieng improved.... Also, all the cognitive architectures are writern in Common Lisp. Will in future, if new cognitive architectures come up, will they be in a lisp dilect?
