The US has many voters of Cuban origin, and the vast majority of those would be happy with a regime change in Habana.
Rubio is a well-known Cuba hawk and Trump is crazy enough to try.

As much as I wish I could go and pontificate about how much better and more moral the PCC is than any other government on the face of the earth, they are in the worst possible spot right now. It's less of a 'will they topple the revolutionary government in Cuba?' and more of a 'will they do it before or after they topple the revolutionary government in Nicaragua?'.
