Yes. Fixed. And, yes, I fear that is the strategy and/or plan. I am vehemently opposed, but I'm not sure how to effectively oppose this. I still have some hope for sanity on this from the Supreme Court, but that's the last line of defense that I see, and I don't have much influence there.
