I think you're grossly misconstruing his point -- that you shouldn't let architectural ideology or a preconceived notion of what the best solution to your problem is get in the way of shipping good software. No that's not his point. His point is that he doesn't want any fundamental ideas involved in guiding the architecture of an OS, period.
