Can someone explain why, with Germany's reputation of being so well organized, great engineering, great manufacturing, they can't get the trains to run on time?

Can someone explain why, with Germany's reputation of being so well organized, great engineering, great manufacturing, they can't get the trains to run on time? It should be like Switzerland and instead it's like Italy. Doesn't compute for me.
