Obvious really. Kids aren't coming to school? Chip them and punish them if they don't carry their card or aren't where they're supposed to be. Much better than thinking about the long term and figuring out, oh I don't know, why they're not coming to school and fixing that. There was an educator from the US speaking at a conference I was at last week, and it honestly felt like stealing her passport and return tickets so she couldn't go home would be a kind thing to do.
