I don't understand why calls to "Protect the children!" don't include health insurance.

  Because the US already has CHIP and various other programs that mean the vast majority of children DO have healthcare, if they need it. It's just not a real pressing problem for most people, because either they're covered by CHIP or similar, or covered by work, or just don't care.

    Yeah, all my friends who struggle without their desperately needed medications "just don't care".
