And I can confirm this, occasionally we get picked by TC etc. If you're a small startup and not counting on some huge PR-effort and launch event you probably have nothing to lose if you contact some smaller bloggers. That way you usually atleast have coverage and might gain some interest in what you're doing. (btw. ArcticStartup covers Scandinavia/Baltic startups so we in the local category)
