Sorry, this cannot be right. I've had an Xbox and an Xbox Live account linked to my MSN since 2001. In 2006 I moved from the UK to The Netherlands, in the opposite direction of the guy in the blog post. I've never had a problem buying anything on Xbox Live: the only issue I've had is the same as with all networks: they always give me the terms + conditions in Dutch with no option to switch to English (which was only an issue for the first 18 months, after that time my Dutch was good enough to read it).
