Yes, but it's still a great move by Microsoft. Look at it this way: how many of the people who visit the page are going to switch away from Bing to Google? Probably not too many. So even if they just get lucky one in fifty times with a search on which bing does much better, that's a huge net positive for if lots of people try it out.
