I know of svg.py (https://github.com/orsinium-labs/svg.py https://github.com/orsinium-labs/svg.py) and drawsvg (https://github.com/cduck/drawsvg https://github.com/cduck/drawsvg)... I have played with both a bit, no idea how they compare to others.
