Part of the problem is that SROs work if any only if you are able to evict an unruly tenant at a moment's notice. If you have 5 people paying by the week, sharing 1 kitchen and 1 bathroom[1], and one of them becomes a menace, you need to evict them immediately. Many states have tried to or do outlaw that. The more regulations you have of any kind, the harder it is to do anything even slightly unconventional. You accidentally rule out stuff you weren't even thinking about.
[1] this was a real setup in a grandfathered SRO apartment in Hudson, New Hampshire in the early 2000's that I knew about
