Yes, TN did pass that. Much of TN (especially around the capital) is temperate rainforest, so I imagine the lawmakers perceived downsides, but not upsides. Unfortunately, there is conflation or confusion between cloudseeding and sunlight reflection methods. I hope to see this legislation in TN changed to allow cloudseeding.
