You're not allowed to sponsor the murder of people in other countries just because they won't extradite to your country. If you did this from within the US, the federal government and probably whatever state you live in would rightfully consider this murder for hire. Your recourse within US law is to petition the government to do something about it. Negotiate extradition. Go to war. Etc.
