Thats really cool, I'll have to dig into knowing why they did that and why they stopped. My gut is that the way we do DST -- by moving what timezone everyone is in -- is just not compatible with that sort of system. I pushed for the idea as it is by far more closely aligned with solar time than what we have. That is, sun dials did this somewhat automatically for many years, no? (They, of course, also stretch how long an hour is... I am not that sadistic)
