Van Ripers strategies involved such things as using motorcycle messengers (without accounting for the added latency to information exchange) that were invulnerable, and his proposed ship-to-ship missiles were way too large to fit on the vessels he used. It's too complex a case for me to understand fully, but it's clear that Van Riper totally underrepresented the disadvantages of his low-tech methods.
