The reason China, Korea and Japan dominate shipbuilding today is entirely two factors: export credits and generous financing by government-run banks. The financing terms are so attractive that you don't want to buy from anywhere else. Those governments also reinvested almost all proceeds into expansion. There's something like a three-year backlog and you can place orders without tying up capital.
