I started teaching in the 90s, and left classroom teaching in 2019. This is how I saw it play out in every school I was aware of. People think "just ban phones". But there are so many factors at play, it has to be a coordinated effort across an entire school. And everyone has to play along. Any policy is only as good as its enforcement, and enforcement is hard.
