Canada, this year committed to spending $3.9 billion dollars to hopefully have just completed plans for a high-speed train line in six years [1]! The number of years and dollars to actually build the line are unknown at the moment. This is a project that has humongous potential economic upside. Would Canada be able to build a seawall to protect Vancouver? I am not sure.
