DARPA is currently working on this now. http://www.darpa.mil/Our_Work/TTO/Programs/Phoenix.aspx http://www.darpa.mil/Our_Work/TTO/Programs/Phoenix.aspx Specifically, they are looking into ways to remotely salvage parts from existing satellite and presumably remove the satellites from orbit.
