  A missile that can only be used to deliver nuclear weapons. Even if it has a conventional warhead, striking a target will spread nuclear contamination, so it's a nuclear dirty bomb.

      Really now? In that vein the entire ICBM programme of both the Americans the Russians/Soviets is "state terrorism", on account of their promary goal.
