Your population is hundreds of millions, you can afford to let go of bad people and replace them with better people. You don't need to let go of a grudge against war criminals and their media collaborators. They're not your family, or people that you simply have to learn how to deal with because you can't lose them. I'm assuming here that it is a goal to get rid of such people eventually. Then that requires making steps towards that goal. Be unforgiving towards people who wield power unethically.
