If it's older than Volcanic Islands (2015), yeah, those old cards aren't well supported by the current amdgpu driver, so you'd need to use a distribution that still supports the old ati driver. The linked article recommends MX Linux for old machines. I think you can get it working with Arch Linux but that would require a higher level of effort.
