This is the case for most countries. Most countries are not like India. It is my understanding that corruption is virtually *mandatory* for government employees in India. How/why? The actual pay for many of these jobs is below a "livable" wage. Everyone including applicants fully understand this --- yet people still apply. Extortion and corruption is *expected* to make up the difference.
