Hmmm Figure 1 makes me more suspicious about this report. However they're measuring changes in occupational mix as a proxy for on what kind of jobs exist, their metric states that computers and the internet both had an impact that is less than their control line. That seems to indicate they've got a bad metric, since I would expect both of those to have an impact higher than their control.
