what about turning off ability of users to flag comments in such posts or limiting them to comments that get to -20 ? because right now flags are abused to sup

what about turning off ability of users to flag comments in such posts or limiting them to comments that get to -20 ? because right now flags are abused to suppress opinions that people simply don't agree with or to hide facts that counter to their worldview, even if they are backed with links to factual information.
