- jojobas 1y agoIt's to do with complete lack of will to enforce. You can open a dodgy tobacconist shop, get shut down with a ridiculously low non-personal penalty, and open another one two doors down.
- bamboozled 1y agoFunny thing is, in Australia it's been like that for a long time, black market cigarettes have been around for a lonnnggg time.
