I think you've confused 'Europe' in Apple's reporting (which actually includes all of the middle east) for the EU (which notably excludes the UK, Norway, Russia, etc.) Apple doesn't report it's EU revenue (and there's confusion about numbers reported on an analyst call in 2024.)
