Yeah - though that's a problem with every metric that's mostly motivated by "feels good" or "sounds good" politics or PR. A "crackdown on crime" police chief can arrest "the usual suspects" over and over. "Independent" auditors can overvalue carbon projects. And as you note, poor implementations soon sour people on their stated goals.
